On 25 April 2013, the Seminar of Security and Risk Management between China and Africa was held at Stellenbosch University Chinese Research Centre in Cape Town.

Consul General Liang Shugen, on behalf of Chinese Ambassador to South Africa Mr. Tian Xuejun, was invited to address a speech at the Seminar. Special Representative for the Government of China on African Affairs Mr. Zhong Jianhua also attended the seminar.
